Edit the GNL via AxisOverride. A new immutable NodeVersion is created, hash-chained into the audit manifest. Immutable. Replayable.

The doubt that triggered the affirmation is resolved. Citizens are notified via Tide SSE. The manifest is PUBLIC or CONFIDENTIAL — you choose.

A routed doubt becomes an AxisOverride — a new immutable NodeVersion, hash-chained into the manifest. You pick PUBLIC or CONFIDENTIAL. The record compounds; a replay mismatch re-opens the doubt.

Each NodeVersion links to the prior block by parent_hash — append-only, tamper-evident (BR-842). Hand the manifest to a regulator and replay it bit-for-bit.
